gcc-ss-3.4-20040206 is now available

This is the snapshot I've run to get a 3.4 branch .pot file to the
translators (now that Kelley Cook's patch for bug 13485 has gone in).
I've submitted the new .pot file to the TP.  A series of automatically
merged .po files will probably appear on gcc-patches soon and I'll commit
them to 3.4 branch and mainline; hopefully some translators will work on
manually updating the translations.
