[objc] RFC: Move the ChangeLog objc/* entries to objc/ChangeLog

Funny you should ask, since I actually created objc/ChangeLog (and 
objcp/ChangeLog...) in the objc-improvements-branch. :-)  So yes, 
please feel free to move the objc/ entries as you described.
