[RFC] Merge criteria for tree-ssa

Who will do these tests? tree-ssa team or some glibc/gdb/mozilla/other app
team member? IMHO the best would be to reach the good shape for merge and
then send heads up message to gcc@ list and ask for application testing.
Personaly I would be glad to care about MICO testing before tree-ssa
merge. (i.e. MICO test suite and apps testing)
