Well, what is wrong with pre-compiling the headers?  It sounds like
precisely what you are asking for.

The extra time is probably not the time required to locate and read
the header file, which is all that would be helped by a simple header
file cache.  The extra time is most likely the time required to
compile the header files.  Saving that time is precisely why
pre-compiled headers were introduced.
