Mainline bootstrap failure in toplev.c

This would change the semantics of kernel headers in the same way (but 
opposite direction) of how it changed the semantics of the function 
definition in toplev.h.

While I'm just as angry at the kernel people as you are, I'm not sure that's 
the best way to go.
