I am not sure what point you are trying to make here.  I think what you
are saying is that if you have already run the toplevel configure once,
then it is OK in some cases to rerun configure in the gcc subdirectory. 
That is of course true, but I think irrelevant to the original poster's
problem, and may just lead to more confusion.

The important point here is that the first configure program you run has
to be the toplevel one.  This is what the original poster failed to do.
