What are those pieces?
I don't have the full list, but I can think of the LNO work and some Darwin
things offhand and I'm sure there are others I'm forgotting.
Stage 3 permits bug fixes, so as long as the cleanup changes are
advancing the fixing of some bug this isn't a problem.
But they're advancing maintainability, not bugfixes, so they don't
really belong in Stage 3. It's often been the case that once things
have been added, cleaner ways exist to do some thing in their based on
other things that have been added at around the same time.
The burden of showing that a cleanup fixes a bug will discourage these
cleanups, which I think are an important part of a release after as many
changes as we've had to the compiler.
