[RFC] optabs and tree-codes for vector operations

The attached html document contains the first major set of proposed
optabs/tree-codes for vectorization.

The most important optabs/tree-codes to decide on are those used for
conditional operations (compare/select) and misaligned accesses, as there
are patches for mainline pending on those.
