protoize and unprotoize building with gcc-3.4-20040325

I think there is some kind of build/host confusion going on here.
HAVE_SYS_WAIT_H should not be defined for the mingw build system.
Does bconfig.h include auto-build.h?  Do you see HAVE_SYS_WAIT_H
defined in auto-build.h?
