GCC 3.4.0 RC2 still doesn't build on HP-UX

plural.c was at one point in CVS because the release script wouldn't
rebuild it on a system with GNU libintl in libc.  I don't know whether
this still applies with intl now at toplevel, but the documented configure
option that would be wanted in the release script if so would be
--with-included-gettext (and then it can hopefully change to being built
from the build in the release script like the other Bison-generated
files).
