Your gcc-lib -> gcc patch seems to break --enable-version-specific-runtime-libs on cygwin

I don't have access to any Cygwin systems, so there's not much I can  
really do about this.  The patch you have below looks like a good idea.  
  I don't think the error message you're seeing above has anything to do  
with the change from gcc-lib to gcc.
