I was able to replicate one problem (by removing g77.info and setting
BUILD_INFO to the empty string), which I fixed with this patch.

I'm not sure yet if that's going to fix David's problem or not.  (Some
of the language-specific Makefiles -- like Ada -- do not respect
BUILD_INFO.)

Applied on the mainline.
