No.
I don't have any easy way of testing all of those configurations. I
tested the configuration where a satisfactory version of makeinfo is
present.
I did look at the rules with an eye for problems of this nature, but
it's entirely possible that I've missed something.
(If it were up to me, I'd desupport the situation where you have no
makeinfo, and the info files are not present in $(srcdir). If you have
that situation, you're building a snapshot; go get yourself a working
makeinfo.)
