GCC iq2000 port needs a maintainer

I didn't make the hedging clear enough.  What I meant to say was "I
thought I tried iq2000-unknown-elf but it was a while ago and I don't
trust my memory anymore so you may well be right."

It's moot now anyway, config.sub has been updated.
