When -save-temps is used, compiler (cc1*) is invoked twice.
First time, to generate preprocessed file and second time
to compile the preprocessed file. When compiler is invoked
to just preprocess file (means flag_preprocess_only), cpplib
call backs for PCH are not initialized. So it does not even
try to use PCH, hence no warning even though -Winvalid-pch is
supplied.
