Observations with CSiBE benchmark

Dear all,

We added a new page to the CSiBE codesize benchmark,
called Observations:
http://sed.inf.u-szeged.hu/csibe/observations.php

On this page we will track those significant changes in code size 
(increase and decrease) that are of general interest. For example, the 
recent introduction of unit-at-a-time in mainline caused 1% improvement 
for arm:
