At the same time as Toon is doing his work for free, others are doing
hte same work and getting paid for it. The bureaucrats may be
thinking that he should get paid for his contribution as well and not
collect from the government....
But how's that *fraud*? Since nobody *is* offering to pay him for it,
how is the goverment being defrauded?
