Giving Dara Hazeghi and Andrew Pinski Bugzilla access

The bugmaster council has convened and decided that we want to give Dara
Hazeghi and Andrew Pinski Bugzilla write access. Dara has recently been
going through literally hundreds of old reports in our cruft-category
(bootstrap & target) for many of the less common platforms that none of us
others has standing around and that are otherwise only accessible via
cross-compilers. Andrew has been turning over the other corners
(categories "other", driver, java) that nobody cared about so intensely 
for so long. I think we all thought that this is dirty work, and nobody
wanted to do it, until they came along.

Given that the majority or the untouched PRs is in this category, their 
work is certainly very much appreciated, and is a very good complement to 
what we others are doing.

If I may add a personal wish: Knowing what is in the bug database is only
step one. If we have confirmed bugs, we also have to fix them, otherwise
the database doesn't serve much of a purpose. I get the feeling that in
C++ land, bug fixing rate has really picked up since we started to go
through GNATS last fall, it is my hope that the work of these two may have 
a similar effect in target land!
