The great gnats->bugzilla switchover

As promised, now that 3.3 is out, it's time to move to Bugzilla.

As it's summer time, i'm available to fight fires everyday but monday 
and tuesday.

Chris, Gerald, if you will have time tomorrow, we can do the transfer 
then.
Just give me a time.

What I need to do simultaneously:

1. Update all user-facing web-pages to refer to Bugzilla
2. Put something in the news about it
3. Perform the final db conversion.
4. Manually add the gnats-only people to the right groups. (Also, who 
needs to be an admin?  I would imagine Chris has enough to do, so maybe 
it makes sense *not* to make him an admin, only so people don't bug him 
about Bugzilla stuff.Though if people are going to bug him regardless, 
....)

What I need Chris or Gerald to do:

1. Turn off gnats right before the conversion starts so that nobody 
enters new bugs while it's going on (Otherwise they'd probably be lost 
in limbo, since the converter reads the list of pr's *first*, then 
processes them)
2. Modify the gcc-gnats alias to run the bug_email.pl script once step 
3 above is done by me.
3. Enable the redirector Gerald set up to redirect gnatsweb url's to 
Bugzilla ones.
