As far as I know you don't need to do any paperwork to BEGIN development.
Once you get to the point that you wish to submit patches you need to fill
out a copyright assignment which grants copyright of all your submissions to
the FSF.  This way the GNU projects don't have to worry about who owns what
bit of code.

The other thing that you'll get eventually (if you're submitting good
patches) is an ssh key to the cvs repository so that you can have write
access.
