RFA: Please review the new C++ demangler patch

Have you *tried* such a patch?  We've had problems with dependencies
before (unrelated).  I have no technical problems with rearranging the
target build order.  I still have reservations about creating such a
dependency for libiberty in the first place - we've never needed a C++
compiler for such things as libiberty, gdb, and binutils before.
Given that libiberty was originally intended to be a simple
portability layer, this kind of complexity tells me that we're doing
something fundamentally wrong here.
