In the past, we didn't have a policy of requiring a maintainer, so lack 
of a maintainer does not necessarily mean that a port is unused or 
unmaintained.  Most of the ports you listed are getting some use and 
some maintenance, just not a lot.  I think the only ones you won't get 
an argument for are d30v and frv.  Trying to scare up maintainers for 
the rest would be a reasonable ploy, but we should try hard to find a 
maintainer before just getting rid of them.

Please also add i960 to any list of obsolete targets.  It has a listed 
maintainer, but the only thing I do is tell people that it has been 
broken for 3 years and will probably never be fixed.  You are likely to 
get arguments about this one though.  Intel still makes and sells the 
chip for legacy systems, but there have been no new design wins since 
Intel started selling xscale (arm) processors several years ago, and 
hence nobody needs a gcc3 i960 port.  There are a few hobbyists that 
might like to have a working gcc3 port for toy projects, but probably 
none that will ever volunteer to fix gcc.
