We actually do have a mechanism to take bugs against the
non-commercial/free compiler.  It uses the same premier.intel.com
web-site and issue tracking system as the commercial compiler product,
but you will have access to a different "product" in Premier Support
entitled "Intel C++ Compilers for Linux, LtdSup".  Just register at:
http://www.intel.com/software/products/support/register.htm and you'll
get access to Intel Premier Support.  We do look at the non-commercial
product bugs and fix them where we can, but they will be at a lower
priority than paying customers, and responses will thus likely be
slower.  You can also participate in our users forums for non-bug
related questions and comments at:
http://intel.forums.liveworld.com/forum.jsp?forum=160

We are serious about supporting our compilers and do want to hear about
any problems you are having with them, so feel free to send them to us.

Well, to be fair enough, the number of miscompilations is not very large
in 
gcc. I think I have found 1 or 2 in the last 7 years or so, but at the
same 
time have filed >100 bugs in total. At least on major platforms, the
number 
of miscompilations is almost negligible, I'd say.
