Why does libiberty have to build before a C library?

Is it possible to do this in a 'do it once' manner, so that the 
tricksiness is all in config/no-c-lib.m4, for instance, and is simply
sinclude()ed by each target dir which needs it?  Just in the interests 
of lack of code duplication. :-)
