treelang fix for rs6000 / treelang not proper front end

Actually, I think everyone agreed that the C front end should move to 
its
own directory. Just the introduction of an extra fe/ directory layer got
opposition, especially since no one answered the questions regarding 
what
kind of files should live in this directory.
