Of course! Indeed licenses that attempt to ensure that the owner can benefit
from changes (e.g. the original apple community license) are unacceptable
non-free licenses. It is an essential freedom to be able to do what you like
with the software you received without being forced to give it to anyone.

The fact that someone does some work under the GPL and gives it to person A
with the sources does not mean that person B or anyone else has the right
to get hold of it.
