Fair enough. Fortunately, wrong-code PRs usually are also regressions, so 
they'd go into the first bucket anyway. How many wrong-code PRs are not 
regression?

I think there was sentiment against that in an earlier discussion. I 
wouldn't object, for sure. I think we've got too many knobs to turn and 
push right now.
