Yes, but even if you can obtain changes in his tree by virtue of the GPL,
you still won't be able to use them in FSF GCC unless he assign copyright
of his changes to the FSF.
In other words, while the GPL is sufficient to keep software free (in the
FSF sense), one can still easily branch off FSF sources without the FSF
being able to make use of his/her code. :-(
