Loop optimizer issues

It would probably make more sense to break out the loop changes into
separate patch/branch instead of working on the whole branch.  As
mentioned earlier the branch contains some unrelated changes that
arguably has nothing to do with both tree-SSA and loop optimizers.

I will probably maintain some of these changes on new branch after the
3.4 freeze but I need to give it a deeper tought on what it still
releave and what is better to be dropped.
