Translation of GCC Manual

GNU Pascal already has translations of its manuals, so the technical
issues of how to integrate such manuals into the distribution, and the
procedural issues of how we track with respect to what manual version a
translation is up to date (possibly with CVS tags to indicate the manual
version on mainline / a release branch that the translation into a given
language on mainline / that branch corresponds with) will need to be
resolved for those anyway if GNU Pascal gets merged into GCC CVS. Since
translating the manual is a substantial amount of work, it might even be
possible to have GNU Pascal merged (and so these issues resolved) before
the translation is completed.
