How can GNU help me?

Hello GNU group,

 My name is Jhonny, i'm from a physics lab, we are creating a programming 
language called Fácil, that means "Easy". It intends to be a very easy language 
to beginners. My 'compiler' translates a facil's source to a c++ source and 
uses a c++ compiler.

 My question is: how can I add the GNU C++ compiler to my project? Does it run 
on Windows?  I think to make Fácil a free software but in case I change my 
mind, can I still use the GNU Compiler?
