Paul Koning (already a maintainer) has volunteered to become the pdp11 
maintainer (it currently doesn't have one).  Can he be approved?

I really would like every supported chip port to have a maintainer; 
the ones without one rot away *very* fast and are rarely fixable by 
general maintainers.  (OS ports are not nearly so bad that way.)
