Removing -fssa

I've copied Jeff since he was the objector.

Jeff, my feeling is that putting the code out there for users to shoot
themselves in the foot with is a mistake.  If there's going to be a
mid-level RTL branch, great -- this stuff can get moved there at some
point.  But, for now, it should just go away.

Do you still think we should hold on to this code?
