Is it possible to split the bug-tracking into two parts; "Active Ports"
and "Inactive Ports"?

That retains all of the information, while allowing the "Inactive Ports"
branch to follow the inactive->deprecation->removed path.

Also might flag to some "silent maintainer" that his port is close
to being dropped.
