One reason is that there could be a last-minute holdup from company lawyers:
to me, the most important part of the paperwork is the disclaimer (or
assignment) from the employer.  Without it, we might have to rip out
big chunks of code later: not only from the contributor, but also on
any code that builds on top of that code.

There are many aspects of the process that I don't like, but the basic
concept (of asking for assignments and employer disclaimers) has huge
advantages.
