[tree-ssa] mainline merge as of 2003-02-09

Bootstrapped and tested on x86.  PPC bootstrap still in progress.

Note about test results: Disregard the libstdc++ locale failures.
My build machine had an OS upgrade.  Right after the upgrade it
started failing every single locale libstdc++ test.  It must be
the OS upgrade because I cannot reproduce this on any other
machine and I get the exact same locale failures on mainline.
