[tree-ssa] Can't build because libmudflap needs C++

While I sympathize, please realize how this overstates the matter.
You can "cvs release -d gcc/libmudflap" on your source tree.  If this
is an issue for many other people, libmudflap could be excluded by
default from the cvs module.

It's used for running C++ test cases only.
