When creating codingconventions.html to document established practices in
GCC, I couldn't find a consensus on the the formatting of such ChangeLog
entries (though I looked for past discussion of the issue) so didn't put
anything in.  If some practice gets agreed, it should be documented in
codingconventions.html.
