Acovea 3.3, now with even more stuff!

I've updated Acovea (Analysis of Compiler Optimizations via Evolutionary 
Algorithm) to version 3.3, which now supports even *more* GCC options, 
in reflection of comments in this newsgroup. I've improved the handling 
of mutually-exclusive options, and added code for testing on Ultrasparc.

The article has been slightly updated to reflect new results, bugs found 
in GCC, and comments I've received. I have *not* had time to analyze the 
Pentium 3 and Sparc results; I'll do that in the next week or so.
