[PATCH] resubmit of sysroot_subdir gcc.c patch

[gp@qnx.com]

This is a resubmission of my sysroot_subdir patch with the global flag
'target_system_root_changed' put back.  The QNX Neutrino patch I submitted
needs this updated patch first, as the one I included there is now out of date.
