Assigning priorities to GNATS reports

Since the consensus seems to be that marking regressions as
[<branch-to-fix> regression]
is sufficient, I went through the high priority bugs and changed the
synopsis lines accordingly.
I wasn't sure about the status of PR 6746 - could somebody please have a
look?
