Where are the gcc 3.2.0 changes listed?

Though the 3.2.1 changes aren't fully listed here yet, this patch should 
at least clear up the confusing state of the webpage that Jeff ran into. 
  Except for adding in a missing </li> tag, it just properly sections 
out what changed from 3.2 or 3.2.1 respectively.

The larger problem is that the actual changes for 3.2 were only given by 
reference to message http://gcc.gnu.org/ml/gcc/2002-08/msg00405.html.

Gerald, would you like me to integrate this message into the bug fixes 
section, it would only take a few minutes.
