HJ's patch for PRs 5351 and 7591 (was Re: PR 8146)

I wasn't confident in the results of my previous experiments with HJ's
patch that is intended to fix PR 5351, because I had some other issues
that weren't the same in the two tests (a gcc update, installation of a
new binutils).

I reported seeing a new failure:

HJ replied:

I've now redone the test, with an installation of the just-released
binutils 2.13.1, and the 3.2.1-pre branch as of today.  I built
c,c++,and f77 (omitting java because it takes a long time), both with
and without HJ's patch.  I get no new failures, and have verified that
the patch fixes PR 5351 and 7591.  In fact, there are no FAILs for
any of c,c++,f77 or libstdc++.

Sorry, HJ, I don't know how I messed up before.  I recommend HJ's patch
for inclusion in 3.2.1.
