GCC 3.2 Branch Closure

As of midnight tonight, November 7th, PST, all non-documentation patches
to the GCC 3.2 branch will require my explicit approval.

I believe that HJ's patch for x86 clears up the last of the significant
silent code generation problems, and Joe is right that we have fixed a
ton of regressions in GCC 3.2.1; we should get that compiler out there
in the wild, and start focusing on GCC 3.3, and GCC 3.2.2 if necessary.

I anticipate that I may fix a few more C++ bugs today and/or tomorrow,
if I think I can do them in ways that are very low risk.

I plan to build pre-release tarballs over the weekend, and make the
release next weekend, i.e., on or about November 15th.
