Agreed.  Daniel, the question is whether we simply want to add this to the
wwwdocs module or make this a new module -- cgi-bin's definitely should go
into wwwdocs (unless we want a separate directory for Bugzillas cgi-bins).

Concerning timing, I don't know, that probably mostly depends on how much
time Daniel can afford, and when...
