3.1 release criteria

I think you have it backwards: the glibc team released a version that
failed to build with the current FSF gcc release (it only built with the
Red Hat "2.96" and the 3.0 snapshots).  The gcc team can't do anything
about that, other than trying to fix things with a patch release (which is
why 2.95.3 went out).
