RFC: Change rules for adding/changing test cases

I agree that this association is important. What we do at ACT is that all
email on a given tracking number is automatically filed in a special comment
file in the directory associated with the tracking number, so the entire
thread is immediately at hand  for any report, and we find this very useful.
