[Ada] Bootstrapping mainline GNAT fails

What about other people's experience with this bootstrapping process. 
Have other people run into problems with 3.14p (it is of course possible
that somehow there is a corrupted version of 3.14p wandering around, but
that seems unlikely).

One thing i am working on is to establish a standard set of bootstrapping
binaries on the ACT libre site. That should at least eliminate the issue
of possible corruptoin of binary versions floating around (not that we have
any evidence of this happening).
