gcc 3.1 succeeds in building Linux 2.4.18

Successful builds of the 2.4.17 and 2.4.18 ia64 kernels required 
a GCC which includes the recent fix for PR 5892 (ICE in gen_nop_type 
during 2.4.17 ia64 kernel build) and addition of -finline-limit=2000
to force inlining of functions which were previously inlined by default 
with pre-3.1 versions of GCC.

Neither of these kernels boot successfully.  They both hang too early
to examine with KDB.
