No run-time library source would depend on GNAT.Target_Parameters,
this is for user code only, to provide named constants
of interesting target values.

Reusing an already existing GNAT specific system package would be fine too,
but we have to be aware of not adding unexpected build
problems as GNAT tends to depend on what is in those
packages. System.Parameters has already target specific
versions, adding build process generated stuff there could be a maintenance
problem (plus it has some code in its body),
so it might be better to create a new package with
user friendly constant names and no conflict
with the existing run-time.
